‘Re: Zoning Regulations Governing Public Buildings

Arising from the concern with the use of the proposed second
storey of the new fire mall, the above subject was studied by the Planning
and Zoning Committee. It was felt that while the City has the power to
control the zoning of and to amend the zoning regulations for public
buildings, the City cannot relax any relevant regulations to facilitate
the development of such buildings, as they are governed by the Zoning
By-law in the same manner as private development.

. The Committee, therefore, agrees unanimously that the development
and use of public buildings should comply with all relevant by-law regulations.
