-~3- recovery would be so great that I question whether at this time it would be worth while. In my opinion you would be far better if you are going to look at using energy recovery you locate a Plant close to some very large industry that required the steam and would purchase it. This report is very brief to cover some of the information that we have received from two different sources where incineration for garbage disposal is taking place. While we have indicated we would go with G.V.R.D. it is ny opinion we should proceed a little further and meet with a couple of the | companies that have. developed these incinerators to consider whether maybe it would not be better that we look at the question of Port Coquitlam with possibly one other municipality going together on an incineration plant or whether we should be staying with G.V.R.D. realizing that we ceuld possibly have an incineration plant and dispose of our. ashes and have an area for a good many years that would not take in my opinion the disposal of the other part of municipal garbage which you cannot incinerate. I believe it is worth going a little further weighing up the pros and cons of both in the interm while we are still waiting to find out what the future is with G.V.R.D. and what they are going to do, so this would be for our own benefit and I would recommend to Council and ask chem for permission to proceed further. I would also like to go into some discussions with Minister of Municipal Affairs VanderZalm who on a number of occasions indicated that if the Municipality wished to go on. their own on a small incineration plant to handle. their own garbage he possibly could make funds available to assist them. One thing I would indicate is that in the United States the Federal Government will pay half the cost of construction of any incineration plant and especially where there ig energy recovery, unfortunately in British Columbia we do not have any such program set up, or in Canada as far as T know.
