Eng., City Engineer SUBJECT: Pavement Evaluation Study - Works and Service Committee, June 18th, 1984 RECOMMENDATION: That a Pavement Evaluation Study be awarded to Delcan Ltd. in accordance with their proposal of June 11th, 1984 at a cost not to exceed $10,000 with the funds to be taken from the authorized 1984 budget for Pavement Evaluation. BACKGROUND AND COMMENTS: A Pavement Evaluation Study was originally anticipated to be conducted in - preparation for a road referendum In the fall of 1984. There is some doubt now about whether a referendum is desirable. However, a Pavement Evaluation Study is still not only highly desirable but necessary {f we are to provide a realistic five or ten year capital budget. In anticipation of this requirement the sum of $12,000 was placed in the Engineering Administration Budget to allow for such a study to be done by a Consultant using specialized equipment and computer software. The attached memo from the Assistant City Engineer evaluates the two proposals which were received from Consultants for the work. 80th of these proposals will provide detaiied recommendations on each section of the tested roads. These recommendations will show the most economical maintenance strategy for that section of road. For example, two overlays ten years apart might fast as long as a total reconstruction but cost less. Such decisions cannot be made without the kind of information which we will be getting from this study. EMIS T Teeter ame Fela EE. The 14 km of road which we Intend to Include in the study cover most of the major roads in the City which have not already been improved In recent years. The Information therefore will be sufficient to develop a long range cap!'tal expenditure plan whether or not a road referendum goes ahead. it should be noted that the $10,000 cost for this work ts based on combining it with the 100 km that North Vancouver Is doing.
