Eng., FILE: 900.3 City Engmeer 900.8 SUBJECT: NEW RAILWAY CROSSING - KINGSWAY AND WESTWOOD (Pablic Works Committee Meeting of April 5, 1994) That the City of Port Coquitlam request CP Rail and Transport Canada to delete the requirement for trains to whistle when approaching the railway crossing at Kingsway and Westwood (crossing mileage 0.27, Westminster Subdivision) from the operating procedures for this train crossing, ges The road/railway crossing at Kingsway and Westwood has recently been u graded with new traffic arms, lights and bells. As noted in the attached letter dated March 29, 1994 from Beth McKee of 856 Westwood Street, the use of train whistles in addition to the other precautions creates excessive noise in the neighbourhood. Mr. Chris Hackh, Signals Manager, CP Rail has advised the City that the train whistle for this railway crossing is required in the Train Crossing Procedures under Federal Law, unless this requirement is waived by CP Rail and Transport Canada. The procedure for deleting the train whistle requires a resolution from the City Council to CP Rail and Transport Canada requesting that the train whistling be stopped at the crossing and that the City authority pay a share of the liability insurance which results from the elimination of the train whistling. aia. beado oar) ees RreAT Orem Tan . d 4 EE ee , Attachments
