"From: The Envir. imental Sub-Committee APR 2 4 1972 eX The Environmental Sub-Committee met on April 19th, 1972 and the following items were discussed: * 1. Noise Control By-law: This matter was referred to the Committee by the Council and rhe Ccmnittee wt reves reviewed at length the By-law from the District of Burnaby and also the proposed ras TSRGRNAEES aos Regional District By-law. Ralph Palmer indicated to the Committee that Burnaby are presently modifying their By-law as a result of a study that has been carried out within the Municipality. When this information is available, the Committee will be discussing the matter further and will report back to Council at that time. : 2. Waterways Protection By4lew: A matter of the maximum fine levied under this By~law was the subject of discussion. Our By~law at the present time has a maxinum fine of $200.00 and our ° Solicitor has recently informed us that the fine can be reised to a maximum of $500.00 which ia the present maximum that we can reach for any mmicipal By-law and which ia in accord with the Summary Convictions Act. The City Clerk has prepared an amendment to the Waterwaya Protection By-law and this d t will app on the Council Agenda. The following recommendation was made: The Environmental Sub-Committee recommend to the City Council that By-law No. 917 being "The City of Port Coquitlam Waterways Protection By-lay, 1969, No. 917" ‘be amended to provide a maximum fine of $500.00. In addition, the Committee rece ommends to Council that a resolution be forwarded to the Union of B.C. Municipalities requesting the Summary Convictions Act be amended to provide a higher maximum fine or that eoecific fines be authorized under the Pollution Control Act for environmental effences. The Committee feels that the damage .done through a violation of regulations or laws pertaining to environmental protection exceed by many times the maximum fines which are permitted. The Committee feels that more realistic maximum fines would help enforce these regulations. 3. Public Hearing: Arnott-Kidd Transmission Lines: Alderman Meyer mentioned that a press release had been noted recently com menting that Mr. Shelford's recommendations had been released eg a result of the hearing into the Arnott-Kidd power line conatruction through Richmond. Mr. Shelford had rec~ ommended that Richmond's nature reserve rot be interferred with and that the power line be constructed in such a manner as to avoid the area; also that a comprehensive study of Policy in constructing overhead power lines be undertaken. The following recommendation - was wade: . . That the Environmental Sub-Committee recommend to the City Council that a letter be sent to the Honourable R. Williston expressing our appreciation for his action in arranging for the Public Hearing on the Arnott~Kidd Transmission Line and. for the opportunity for the City of Port Coquitlam to be represented at this Hearing and that we were pleased to note the recent news release outlining the recommendations of Mr. Shelford in this regard.
