aint ie aed a Ae, BACKGROUND : A Rezoning and Development Permit Application has been received for the construction of 24 unit rental townhouse apartment building at 2191 Tyner Street. The applicant is redeveloping the site following a fire that destroyed a previous 33 unit apartment building. The site is presently zoned RS-1 (Large Lot Residential) and is designated "Townhouse" in the Official Community Plan. The project is subject to the guidelines in Development Permit Area VI "Downtown". PROJECT DESCRIPTION: The proposed building ia a modified townhouse complex that displays the characteristics of both townhouses and apartments. In order to accommodate this development, a customized CD (Comprehensive Development) zone is proposed. The 24 residential units are arranged in a 2 storey building as stacked townhouses. The complex will contain 6 bachelor units, 15 one bedroom units, and 3 two bedroom units. Each unit is provided with individual direct access to the ground. The building ia arranged around a common outdoor amenity area at the rear of the site. Parking for 39 cars is provided in a secured underground parking garage. An additional 2 surface parking stalle are provided at the rear. Front yard setbacks averaging 15 feet are provided along Tyner Street and Central Avenue. The setback along the lane is 10 feet at. its minimum; however, this is provided for only a portion of the building. A side yard setback of approximately 17.5 ft. is provided along the interior property line. CORMENTS FROM OTHER DZPARIMENTS : Engineering Departments 1. Tyner Street to be widened complete with barrier type curb and gutter, concrete sidewalk and ornamental street lighting from Central Avenue to the lane south. Catch basins are to be adjusted ag necessary. The lane south of Central is to be paved for the full length of the site complete with catch basins as required. The existing open ditch in the lane is to be replaced with a storm sewer from Tyner to the weet property line of the development complete with a site service connection. .
