eral and provincial sovernment

ployed were sharply criticized
Thursday by Secretary John
Matts of the Relief Project
Workers Union as putting so-
called transient jobless in a
worse position than before.

governments have always taken the

of Labor Rogers and Hon. George
S. Pearson merely served to re
iterate that stand.

Union officials also denounced
the fact that provincial officials
upheld four and six month jail
sentences on some 200 jobless
despite having known of Rogers’
visit te the city.

“Qitawa and Victoria must have
kmown of the new arrangements
several weeks ago, yet they al
lowed these young men to receive

such stiff sentences,” remarked E.
Cumber. “The honorable Mr. Rog-
ers therefore becomes an accessory
to the boys’ allesed crimes.”

The union will make its reply to
the new proposals when a delega-
tion comprising John Matts, E.
Cumber, S. Henderson and D. Ross
appear before the federal labor
minister this morning for a special
interview.

The Canadian government has
an understandins with the <goy-
ernment of Fascist Italy whereby
a teacher, sent out by the Ita-
lian Sovernment, is permitted to
teach children of Italian parent-

age in a fascist school here.

This is what an Advocate re-
_porter investigating Italian fas-
cist activities in Vancouver, un-
cevered this week.

The teacher, a Miss Forti, con-
ducts the Italian school in the
Saered Heart Church on Fast
Pender stree=L She was sent out
to Vancouver by the Italian gov-
ernment in 1936 and, under the
arrangement with federal author
ities, the ftalian government
Suarantees that she will not seek
employment or become a public
charge while in this country. In
other words, Miss Fortis salary
is Suarantecd by Fascist Italy.

President of the school com-
mittee is none other than Angelo
Branca, Vancouver barrister, re-
cently appointed crown prosecu-
tor and rumored to be the pros-
pective deputy attorney-zeneral.

Branca’s link with the Italian
fascists is revealed again in the
fact that he is assisting Alberto

Boceini, editor of L’Eco Italo-
Ganadese, Italian fascist paper
published in VYancouver, to ob-

tain permanent entry to Canada.

Boceini came to Canada as a
tourist last year. He stayed in
the city only a short time be—
fore leaving for Sam Francisco.
Then, in June this year, he was
appointed editor of L’Eco Italo-
Canadese.

CUMBERLAND, BC, Oct. 20.—
The CCF, Communist party, the
United Mine Workers Union and
its women’s auxiliary here are
sponsoring a movement to nomin-—
ate a slate of progressives for the
coming civic elections.

an excellent opportunity to make
themselves heard in civic affairs,”’
Stewart stated, “but this will be
impossible unless labor and pro-
gressive forces generally are united
behind their candidates.”

In issuing the call, the Civic Con-
ference Committee of Trade Union-
ists pointed out the people of Van-
couver “are profoundly dissatisfied
with the present mayor and city
council which, on the whole, has
been representative of the bankers
and bondholders. ..

“Wo single group can bring about
a change,” the call continues, “but
if all who are desirous of progress,
reform, and cleaner and more efii-—
cient civic administration, get to-
gether for the nomination and elec-
fion of progressive candidates, it
can be done and Vancouver can

take its place with other Canadian
municipalities as” an example of
what an awakened civic conscience
can achieve.”

been made an issue at every provincial election.
Conservative and Liberal parties alike have
used it to confuse the electorate on other and
more pressing issues.
have waged chauvinistic campaigns and in-
veighed interminably against “the menace of
the Oriental to white living standards.”

Conveniently forgotten was the irrefutable
fact that the Canadian Pacific Railway and
: other bis interests first brought Oriental work-
; ers to British Columbia to provide a source of
: cheap labor, thus creating a chauvinistie feel-
among the working and middle classes
: which has not yet been dispelled. Even while
| these demagogic politicians campaigned against
the Orientals, employers of labor hired Chinese
and Japanese in an attempt to prevent union
organization and maintain low wages.

The result was creation of an artificial gulf between white
and Oriental workers which big business and its political rep-
resentatives did everything to maintain. The isolation into which

Hook-up In Strike

“On the situation in the Saskat-—

vice-president of the Canadian
Federation of Labor, received on
September 29 a long distance phone
message from T. Burford, feneral
Secretary of the Canadian Federa-

warded from our general office for
transportation and other expenses.

“IT arrived in Estevan on October
1. My instructions were to the

van I was to make contact witn
Allan Meikle, CFI executive board
member residing in Winnipeg.

“T did not do this immediately
but spent considerable time Satur-
day making enquiries among the
miners as to the general situation
in the field. The opinion expressed
by those I contacted was that a
general strike would be called any
day. I gained the information that
the miners had a delegation inter-
viewing the Saskatchewan govern-
ment and that the mine operators
were refusing to meet and nego-
tiate with the men’s representa-
tives.

informed him to some extent of
the situation. He seemed under
the impression that everything was
all right and again asked me to
get in touch with Meikle in Win-
nipeg. I wired Meikle as follows:

Strikebreaking tactics employed by national officials of the
Canadian Federation of Labor at the scene of the Estavan strike,
where miners are fighting for higher wages under the leadership
of the United Mine Workers of America, were exposed yester-
day by A. McAuslane, CEL organizer for Western Canada, in
the following signed statement to the Canadian labor press:

of the M&S mine in Allan Meikle’s
home and that Thompson had been
instrumental in driving her to Hs-
tevan.

“Regarding the situation in the
M&S mine, she informed me that
85 percent of the miners -were

members of the United Mine Work
érs Union, with 15 percent actively
opposed to any organization. How-
ever, She stated that Miller, solici-
tor for the Labor Review, had
visited the Dominion Goal Gom-
panys mine and organized a num-
ber of men. She seemed com-
pletely dissatisfied with the whole
Situation. She returned to the
M&S mine that night and the fol-
lowing morning I registered under
my Own name in the International
Hotel. Mrs. Patton also came back

Nazi Groups In Okanagan

VERNON, BC, Oct. 20—(Special)
Wazi agents in
Valley are intensifying their ef-
forts to set up Deutschebund and
Arbeitsfront orgamizations in all
valley centres. Previous attempts
to form Nazi groups have proven
unsuccessful in most places, but
the Nazis have been able to organ-
ize in at least four points, Vernon,
Kelowna, West Summerland and
Osoyoos.

named Frederick Stoll.

The centre where the Nazis are

wities is the Kelowna-Rutland dis-
trict where they have a member-
ship of around 100.

Started

investigation
May Be Extended
To Vancouver

VERNON, BC. Oct. 20.— (Spe-
cial).—Probability that the pre
liminary investigation into com-
bine charges now being conducted

by &. A. McGregor of Ottawa was
seen here this week.

McGregor, combines officer of
the federal department of labor,

this week commenced his probe
of charges that a combine, con-
trolled from Winnipes, dominates
fruit and vegetable Imarketine in
BC and the three prairie prov-

further evidence furnished by

Demand for a federal investiga-
tion has been voiced by all lead-
ing growers’ organizations in the
province and it is expected that a
full investigation will be ordered
when MeGreror’s completed re-
port is received by Ottawa.

Attorney-General Gordon ‘Wis-
mer and Minister of Agriculture
J. C. MacDonald, were both in
Vernon this week on matters con-
cerning the investigation.

Empress Theatre Meet
To Protest Arrests

Single jobless ywvill lay their case

meeting in the Empress Theatre
Sunday night at 8 p.m.

Called to protest mass arrests of
tincanners and subsequent severe
sentences in Oalkalla, the meeting
will feature such speakers as Grant
MacNeil, MP, Mrs. Dorothy Steeves,
MILA, and Malcolm Bruce.

PLACES
CHARGE

TRAIL, BC, Oct. 21.—Con-
solidated Mining and Smelting

Corporation and its general
manager, S. G. Blaylock, have
been ordered to appear in
police court here on October 31
charged with having compelled
a company employee by intimida—
tion from joining the International
Union of Mine, Mill and Smelter
Workers.

Summonses were sworn out sep-
arately against the corporation and
Blaylock yesterday in Vancouver
by John Stanton, union attorney,
and immediately forwarded to
Provincial Police inspector Mac-—
Donald at Welson for serving.

The specific charze reads: “That
they unlawfully, by intimidation
and threat, soufht to compel one
©. L. Dandrea to refrain from join—
ing an organization, to wit, the In-
ternational Union of Mine, Mill and
Smelter Workers.”

Action is being taken under Sec—
tion 7, sub-section 4d, of the Indus—
trial Conciliation and Labor Dis-
putes Act, also known as Bill 94,
which makes it an offense to in-
timidate or threaten anyone from
joining a union.

; Penalty for infraction of the act
is set at $500.

The charges resulted from 2
recent move of the company in
mailing. through its offices, 1500

copies of the magazine Liberty to
selected employees calling attention
to an article entitled, “Why Akron
is a Ghost Town,” by ex-Mayor Nel-
son, relating his efforts to defeat
the organizing drive of the United
Rubber Workers’ Union.

One paragraph reads: *. - - Mem-
bers of the Etowah County Rubber
Workers’ Independent Union, fear-
ful for their jobs, marched upon the
offices of the outside organizers,
dismantled them, rounded up the
Ss5@) organizers and ran them out of
town.”’

This' was the section of the
article which A. Evans, union
organizer, contended was used to
intimidate Trail workers,

Support Strike

VICTORIA, BCG, Oct. 20.— After
Wigel Morgan, Dy A Organizer here,
had recounted the history of the
Blubber Bay strike, Victoria Trades
and Labor Council on Wednesday
night placed all Pacific Lime Com-
pany products on its unfair list.

Bakers’ Union Wins |
Arbitration Award

Local 468, Bakery and Confectionary Workers’ Union on
Thursday scored an important victory when a Majority award
upholding all union demands was received from Labor Min-

The award found that “requests
of employees were fair and
reasonable, and wages were sub-
Ject to revision upward.”

Wage scale and working condi-
tions set out in the award were
based on the wunion’s agreement
previously submitted to the bakery
and turned down on the grounds
that “lack of sufficient profit pre-
vented payment of higher wases.”’

Woman’s Bakery was purchased
in 1925 for $8,500 and now has a
ross annual turnover of $176,592,
payroll $52,860.

Union demands that one ap-

statements.”

Recommending that “an agree—
ment between the two parties would
be conducive to a better under-—
standing and cooperation,”’ the
board’s award stated definitely that
no “employee must be discharged
for upholding union rules and prin-
ciples.”

Concluding, the award stated:

“The prosperity and contentment
of all requires that the parties come
to mutual understanding and a
common recognition of the relations
of intimate cooperation which must
exist between organized labor and
working capital to safeguard the
public welfare and preserve the in-

terests of both parties.”
