OFFICIAL Cary de Deck, Kamloops district head of the grazing division of the Department of Forestry, is at hand every year at the Cattlemen's annual meeting to hear the complaints of | and give them what ans-| wers he can. The complaints are usually along the same vein and the answers are use of the same land by Iumbermen | and ranchers, and Mr. de Beck is| hemmed in by the established joli- cies of his department. Last Friday director Frank Sutton started off this part of the meetins by trying to get Mr. de Beck to ad. | mit that land growth was stimulated following bush fires. Mr. de Beck listened to the approach for a while before cutting through the prelimin- aries to say tliat he assumed Mr. Sut- fon was actually referring to range burning. While the grazing man admitted that growth was stimulat- ed, he contended this was a tempor ary condition and that in the lone run the land was not helped by in- discriminate burning. He suggested that ranchers move in after logging Operations have gone and seed log- ging roads. The grazing division would supply the seed for such re- elamation work, he said. On timbered areas he was of the opinion that waiting for mature growth paid off since good grazin was often found in matured forests. An opinion from the floor was offer- | ed that the rate of growth of timber in this area was so slow that several generations of waiting would be necessary hefore the results were ob- tainable, Muston Dunaway tackled Mr. de Deck on the subject of grazing leases that were also being used by saw- mills. He contended that in some cases fences were being destroyed and the Forestry Department. w: not making the lumbermen repair them. Mr. de Beck thought the ranch- | er,should deal directly with the lum- bermen in this case, but Mr. Duna- way wasn’t convinced, since the rancher’s contract was with the gov- ernment, not the lumbermen. While | admitting that this state of affairs was working a hardship on tle ranchers involved, Mr. de Beck said the department just didn’t have enough fieldmen to carry out the type of inspection work that woul solve the problem. Hugh Cornwall could go Mr. Dun- ‘away one better in unfair policy. He said on one grazing lease Onward Ranch held, @ lumber operation had been set up with the necessary build- ings and when his next property tax assessment notice came through he found these buildings were classes as “improvements” to the property and his taxes had gone up accordingly. No answers to the problem were forthcoming at the meeting, hut Mr. de Deck made notes of the com- plaints and suggestions.
