In concluding, we are of the opinion that the rail and road
traffic congestion, as it exists today, did not develop overright and
perhaps the solution to the problem offered by a grade separation should
have been contemplated brfore; however the onus for submitting an
application to that effect rests with the road authorities.

_ It is expected that plans for a grade separation will be
approved in the near future. In the interim CP Rail has given their ;
assurance that everything in their power will be done to minimize the

blocking of Lougheed Ave. and our field staff will continue to monitor rail aN
traffic and suggest changes i: traffic patternswhen,and if practicable,

consistent with safety.
