COUNC MEMORANDUM FEB 4 1980 Mayor and Council January 31, 1980 L.D. Pollock, City Administrator Re: Appointment of Area Co-ordinator - Provincial Emergency Program A year ago Council appointed Deputy Fire Chief Jim Boileau to the position of Area Co-ordinator for the Emergency Program replacing Mr. Gordon Wilson. Since that time Jim has had discussions with the Provincial Authorities and while they agreed with Jim's appointment initially they now have some concerns in the event of a disaster, Jim;s job as Deputy Fire Chief would require his full attention and may prevent him from- acting effectively as the local Area Co-ordinator. It was suggested that we try and find a replacement so that this conflict could be avoided. It is an advantage to have an employee involved in this position as some of the work can be done on City time for example preparation of a Disaster plan etc. We are also able to provide typing service for the Co-ordinator in house. The problem is that the stipend for the position is only about seven hundred dollars per year and therefore this does not reimburse the employee for much work outside of his regular work week. The person therefore must be enthusiastic and be prepared to volunteer some of his time to devote to organizing meetings or attending functions that might not take place during the regular work week. It would appear that Bob Lajoie who presently works for our Recreation Department is such an employee. Bob is very enthusiastic about participating in the Emergency Program and has had some experience in his past employment with Rescue Operations and has taken on a number of Emergency Program courses. It would appear that Bob would be a suitable candidate for this position and he would accept the appointment. There is one other aspect of the changes in staff that is pertinent at this time. The Prevince has informed me that there is e orientation course for Disaster Planning to be held in Victoria on the 18th to 22nd of February. If Bob is appointed it would be an advantage to have him attend the course. There is no cost to the City all travel, hotel and meals is paid by the Province and all the City would be required to do is provide Bob with time off. Janna Taylor has indicated that she can arrange this to permit Bob to attend. I would recommend that Bob Lajoie be appointed to the position of the Emergency Program as Area Co-ordinator to replace Jim Boileau effective immediately and that he be authorized to attend the orientation for Disaster Planning Course in Victoria on the 18th to 22nd of February. ; —“Lb.
