Hotel - Works and Services Committee, April 16th, 1985 RECOMMENDATION: That the City agree to exchange a portion of lane just east of Commercial Hotel in return for a portion of Lot 36, Plan 25551, subject to owner curbing the parking lot to prevent access between the parking lot and east-west lane north of Suffolk Avenue. BACKGROUND AND COMMENTS: A written complaint was received by the. Committee about traffic speeding and making noise on Suffolk Avenue as well as the lane north of Suffolk Avenue, east of the Commercial Hotel. Upon consideration by the Traffic Committee, it was understood that much of this noise and speeding was caused by patrons of the hotel! leaving from the hote! parking lot. The Committee considered severa! suggestions for eliminating this traffic from the lane. It is not possible to eliminate it from Suffolk Avenue because: the parking lot must have access to the street. One solution would be to create a one- way lane in the westbound direction but this was not considered practical because of the difficulty of enforcement. An alternative, suggested by the owner of the property, involves a lane exchange which would allow the parking lot to be cut off from the lane and stil! allow the lane to be used by two-way traffic, including garbage trucks. The proposal is shown on the attached sketch with the lane to be closed shown hashed and the lane to be opened. in outline. This proposal would benefit the residential area by creating a physical barrier between the parking lot and the lane so that traffic leaving the hotel at night would be forced to use the street. It would also replace an awkward intersection of the lane with Suffolk Avenue and Lougheed Highway to a location further east which does not interfere with the intersection. From the hotel owner's point of view, this would allow him to improve the back of the hotel. - To properly block off the lane it will also be necessary to place a barrier just west of the apartment block on Lot B, Plan 40307. This would create a short section of dead-end lane which would require some backing up by garbage trucks serving that apartment. This is not seen to be a serious problem for this short section.
