is to move anead. Tough times be ahead and we wili be
challengea to make tough decisions. Yes, we may have To stick
our political necks out'a littie, if we are to serve our people
well. Tnere is a degree ot risk in all aectsions we make but
that goes with the territory. Ships, IT can be said, are
satest while riding at anchor [n the harbour but, that isn't
what ships are bullt for.
