Harbourview Estates ~ Public Works Committee Aprif 21, 1987 Recommendation: That the request for a Development Variance Permit to relax the requirements Of construction on Pit¢ River Road be not approved. Background and Comments: The developer of Phase || of Harbourview Estates has questioned the servicing requirements for his proposed subdivision because the requirements for widening of Pitt River Road was not included when the previous subdiviston was given tentative approval, The original application for subdivision was made in 1981. At that time the plan was for a 101 fot Subdivision to be done In one phase. The ortginal Subdivision could not proceed because of a lack of water supply and sanitary sewer In the area. Various studies for provision of water supply and sanitary S@wer service were undertaken, and in 1984, the developer was given tentative Ssubdiviston approval of the entire subdiviston with engineering requirements that inctuded construction of a Sanitary sewer pumping station but did not include any construction on Pitt River Road. The developer did not proceed with the subdivision due to the high cost of the sewer works and and to the fact that water supply was stil] dependent on Genstar. in 1985 the City entered into an agreement with Genstar and a consortium of six developers to pre-service the area with water and sewer and +o repay the costs out of development cost charges. This new agreement completely changed the terms under which subdivision could occur in this area. The developer then made a new application for subdivision which included only 79 lots and left the remaining 22 lots for Phase ||. The developer has now applied for Phase Il! of¢ the subdivision and has been given engineering requirements which include the Widening of Pitt River Road to the standards -{- 19
