THE CORPORATION OF THE CITY OF PORT COQUITLAM ~2- Following the many meetings with B.C. Hydro, 2. Kuun and the Public Works Committee, the City Engineer has recommended to the Committee that the original offsite requirements for B.C. Hydro be revised as follows: 1. The present B.C. Hydro letter of credit in the amount of $116,400.00 to guarantee the original required work on Kingsway be changed to a cash payment to the City and in fact this would discharge B.C. Hydro's obligations to offsite improve- ments. 2. As mentioned above the original offsite requirements included road widening, curb and gutter, and boulevard along the east and northeast side of Kingsway. Instead of this the City should proceed with the complete reconstruction of the northwest, southeast portion of Kingsway in accordance with 4%. Kuun's Drawing O31-P2. The 48-inch storm sewer on this portion of Kingsway would be installed as originally planned. In outlining the above recommendations the following factors should be pointed out: 1. The owner of the 5-acre parcel on the corner (originally the owner of the entire 20-acre parcel before subdivision) expected as outlined in 1974 and 1975 that his portion of the Kingsway frontage would be widened and curb, gutter, and boulevard constructed. This owner is not pleased with the recommended revisions. 2. The total estimated cost of reconstructing the northwest, southeast portion of Kingsway as recommended above. cannot be determined until certain tests have been taken to ensure a proper design. It is likely, however, that the cost will exceed the amount of the funds received from B.C. Hydro. 3. The northsouth section of Kingsway will remain to be reconstructed sometime in the future. In summary, it would appear that because of the particular nature of the proposed B.C. Hydro Transit Operation and because of the City's future traffic needs, the recommended offsite revisions will be necessary,
