January 25, 1988/022 A letter from David and Elizabeth Stewart, 3182 Rae Street was received stating that adequate notice was not given regarding the rezoning. Mr. Stewart felt the map was misleading as Freemont Street does not exist at this time, und that the safety of children was not being considered as there are 10 sidewalks on Prairie Avenue. Mr. Stewart also stated his concern that. with the increased density of the area there is no immediately accessible park facilities. A letter was received from Hunter Laird Engineering Limited, January ll, 1988 who raising the concerns of their clients Fars. F.R. Holdings Limited, being their objection to the RM-3 Zoning as they feel it will devalue their clients land, as well as questioning the access for a townhouse development. The foliowing people were present and expressed their views oa the proposed rezoning: Mr. Brian Wright, 3371 Hemlock Street advised of his opposition to the proposal and presented a petition that he said contained 222 signatures of persons similarly opposed. Mr. David Laird, referred to the letter from bis Company that had earlier been presented and advised that the Rezoning Sign on the property is incorrect. He also inquired as to the responsibility for constructing Freemont Street and asked whether or not there would be a "late comers agreement" for Rae Street. City Engineer T.M. Chong, advised that the Developer would be required to construct a portion of Freemont Street and that the question of a “late comers agreement” was under consideration. Mr. Gordon Douglas, 3183 Rae Street, advised that the notification of the Public Hearing mailed by the City had not yet been received by him. He stated his belief that the residents of the area were overwhelming opposed to the Development — particularly the RM-3 proposal - and he referred to parking arrangements and the increased traffic that the project would generate, the need for road improvements and traffic signals at the intersection of Cedar Drive and Prairie Avenue. He also stated his concern with bus routes and school facilities. Additionally he advised that if the project did go ahead the City should use its best efforts to see that most construction traffic used Freemont Street and that regular attention be given to street ‘cleaning and he advised that there was a pavement bump on Rae Street that would need repairs. Mr. B. Walton, 3450 Handley Crescent; advised that in his opinion the people in the area were mainly opposed to the RM-3 proposal and he referred to the need for proper pedestrian access, and increased schools. He also advised that in his opinion there was a great need for a comprehensive plan of the entire area. Mr. S. Woodworth, 859 Alder Place, advised that over the years he had noticed an increase on taxes assessed on his property and a decrease in the City's. services. He referred to the constantly increasing traffic, the overcrowding of parks and recreation facilities and schools. He also stated his opinion that residents in the area have paid price for their properties over other properties in the City because of the natural amenities in the area and he stated that if these continue to be eroded the desirability of their properties would decrease. an ! ‘samt i
