FILE: PWC & 900-132 City Engineer SUBJECT: PRELOADING AND SITE PREPARATION NEW WORKS YARD SITE (Public Works Committee Meeting of March 16, 1993) RECOMMENDATION: 1. That Council award the preloading and site preparation to Matcon Excavating Ltd. at an estimated cost of $652,709.00. 2. That $652,709.00 be allocated from the Tax Sale Reserve Fund for this purpose. BACKGROUND AND COMMENTS: l. Plan I showing the topography of the Works Yard site. 2. Rather than a formal tendering process for this work, three select bids were solicited and received. The attached table shows a comparison of these bids from the Contractors. DISCUSSION: In general, the site preparation for this project involves the following steps: 1. Removal of an average of 3/4 metre depth of organic soil. 2. Placement of approximately | 3/4 metres of structural fill across the whole site. 3. Placement of two metres of granular preload for the two building sites. It is estimated that this work would involve the zemoval of approximately 50,000 cu metres of organic soil which would be hauled to the Reeve Street Park site plus placement of approximately 100,000 cu metres of granular and structurai fill. The City would continue using HBT Agra Limited as the Geotechnical Consultant to test and inspect the earthwork. It is recommended that the site preparation contract be awarded to Matcon Excavating Ltd. at the estimated cost of $652,709.00.
