Thank you for your letter dated December 31st, 1976,
and please excuse the length of time it has taken to complete
. the review of this proposal.

Subsequent to the telephone call mentioned in your
letter a further detailed review was made of the proposal and a
submission was advanced to the Minister of Municipal Affair and
Housing for his consideration. He was made fully awar. of all
aspects of the situation,

I have now been advised by the Minister that he is not
prepared at this time to recommend approval of the proposed extension

to the Lieutenant-Governor in Council, in view of Government involve-
ment and interest in the value of Douglas Island as a waterfowl habitat,
