While it is understood that it is a routine obligation of elected officials to ensure that their child care responsibilities do not conflict with council business, there could be circumstances which would force extra child care costs onto the shoulders of the elected official, and, if that was to happen, it would be appropriate to have that extra cost covered as a qualifying expense. For example: if a plane was delayed and the elected official was unable to get hame, and therefore had to incur extra child care expense. 6.4. - Under levels of payment, change 8. to read ~ The maximum level of payment for meals and incidental expenses is $60.00 daily for officers, employees and council members. Rationale: The rate of $60 per day for meals and incidental expenses is "reasonable" for officers, employees and members of council, as a matter of course. If, for some reason, there are extraordinary circumstances, they should be dealt with as such.
