Tournament Director, June l€th, 1976 to declare the Annual Softball Tournament a Civic Event, be approved. Carried. Prior to passage of the foregoing resolution discussion ensued as to background of the reason for the request as this function has been held annually for the past four years and as the Tournament Director Mr. Dave McMillan was not in attendance, Alderman Mabbett noted that he had been speaking with Mr. Galer with respect to this function and the problems arising this year with respect to the issuance of a liquor permit by the R.C.M.P. and had been advised that the R.C.M.P. were reluctant to issue a permit this year due to certain infractions at the last tournament. Alderman Thompson enquired as to what responsibility the City would be assuming by making such a declaration and was advised by the City Administrator that the declaration was now required due to certain revisions in the Liquor Control regulations, The City Clerk advised that he had received a telephone call from R.C.M.P. Inspector M.A. Young with respect to this item and Inspector Young had requested that two discrepancies in letter be pointed out, namely that last year no permit had been igsued to sell spirits to the local fans, and if in fact this had occurred, it had been done illegally, and secondly; that the letter seemed to indicate that upon receipt of Council's designation of the function as a ‘civic event’ a permit would automatically be issued; which was not correct and the issuance of the permit was strictly a R.C.M.P. decision. Alderman Laking reported that from personal observation of the function nver the past several years, the event was well controlled and the R.C.M.P. had been called last year due to an isolated incident and not as a result of any disturbance resulting from the sale of liquor at the tournament. | Mrs.£.Streifel, From Mrs. E.
