Council will recall in July 8, 1974, a %1-unit apartment proposal at 2986 Coast Meridian Rd. was presented to Council by Westgate Enterprises Ltd. Due to a statement of Westgate representatives on parking conflicting with what was expressed to the Planning and Zoning Committee previously, Council decided to refer the matter back to the Committee. Since then, the proposal has remained inactive until recently. Meanwhile, an amendment to the Zoning By-law to lower densities in apartment zones was introduced and was finally adopted by Council on October 7, 1974, On account of the amendment, the density permitted on the Westgate site is reduced from 18 to 9 units/ acre. It should be noted that at the time the By-law amendment was introduced, it was done with the understanding that the move was to gain control over the quality of apartment developments and that Council would be prepared to allow developments to the previous density upon application for rezoning or land use contract. On April 25, 1975, Mr. Toigo of Westgate met with the Planning and Zoning Committee on an amended development proposal of 4 2-storey apartment blocks with 76 units. It is indicated by Mr. Toigo that the project would likely be all rental units. The following are statistics of the proposal:- ' Site area: 4.21 ac. No, of units: 76 Density: 18 units/ac. Parking: . 150% surface parking Lot coverage: 26% (35% maximum permitted) Open space: adequate under By-law .requirement RECOMMENDATION: The Planning and Zoning Committee recommends that a land use contract be approved to permit the proposed development subject to approval of final development plans and approval of the City Engineer on servicing.
