Dear Sir:

In reply to your letter dated March 6 regarding development in the Port
Moody Conservation Reserve. I should like tn advise you that the Reserve is
still under lease to the Greater Vancouver Water District and is included in
its Forest Manugement Plan. Further, when an application was made to lease
part of the Reserve for private purposes in 1969, the Administration Board
passed a resolution to the effect that the District would not alienate any of
the Reserve without giving the right of first refusal to the Regional Parl:

District.

The application of a private developer for part of the Reserve now brings
this matter up for review. As you point out in your letter this concerns more
than one function of the Regional District and we agree that it is a matter of
substantial importance to the Region. We do not believe that the area mentioned
in Mr. Smith's letter can he properly deslt with without considering the contiguous
areas, the interests of the two adjacent municipalitiesand the future of the
unorganized territory adjacent to the Conservation’ Hegerve. We intend te initiate
an overall study of this area and we strongly recommend that no plece-meal develop~
