Peters, City Engineer ITEM I Re: Rezoning Application R#G6-81 - Access This rezoning application for a proposed townhouse development on the southwest corner of the intersection of Pitt River Road and Shaughnessy Street was referred to the Public Works Committee for consideration of access and other engineering services. The question of engineering servicas would normally be considered later in the development voroac7ss. However, the question of access is very important as it affects the overall layout of the development and shuowld have been considered prior to the applicant having prepared a lay- out plan. The layout which was presented to Council indicated access onto Shaughnessy Street at a distance of about 100 feet from this major intersection. This location will no doubt work now but will be very difficult to access in the future once Shaughnessy Street is developed through to the Mary Hill By~pass and carries a lot of traffic. The other potential access point would be onto Pitt River Road at a distance of about 300 feet from the intersection. This access point would create problems now because of the heavy flow on Pitt River Road but might be less of a problem once the Mary Hill By~-pass is completed. Because neither access point is entirely satis- factory, the Committee recommends that the project proceed only if it is provided with both access points so that whichever one is most practical can be used. This arrangement will cause the developer to lose one dwelling unit from the development but is considered necessary in order to prevent future complaints to the City about access.
