@ A protest against the lopsided

“provincial and federal govern-
ments pledged to a policy of full
employment maintained by a poli-
cy of sensible economic planning.”
As in previous years, UPWA mem-
bers were urged to support the
CCF.

One inportant resolution unani-
mously supported by the delegates,
called for the building of a natural
gas pipeline across Canada.

The convention also urged the
federal government to set up a
national health plan; call a federal-
provincial conference to combat
unemployment; and institute a
low-cost rental housing program.

World peace, full employment, and unity of the ranks of labor were among the strongest

themes sounded by leading speakers in the opening hours of the 70th and possibly the

These words were in contradic-
tion. to his assertion that TLC
leaders would continue to decline
invitations from Soviet trade’
unionists for exchange visits; and
his support of West Germany’s
rearmament and inclusion in the
NATO war alliance. But they
served to illustrate both the pres-
sures from the rank-and-file work-
ers for new policies to advance
labor’s ideal of world peace, and
the fluid situation in the trade
union movement that comes with
the proposals for a merger of the
TLC and the CCL.

With unification of the two
major centres as the convention’s
biggest piece of business, ob-
servers here see’ in Jodoin‘’s
strong formulations on unemploy-
ment, unity and peace an at-
tempt to capture and embrace
the relatively more advanced
spokesmen of CCL_ industrial
unions and neutralize the . pos-
sible influence of CCF pressures
within the TLC, ,

Some 750 delegates of the 600,000-member organization, the first to gather and
deliberate on a merger with CIO unions in the Canadian Congress of Labor, heard Presi-

Following on the stern criticisms
advanced at last August's Regina
parley of the manner in which
convention proceedings were rail-
roaded and vital resolutions toss-
ed off in a matter of minutes,
Jodoin was at pains this year to
explain how democratic the -con-
vention would be. The agenda has
been detailed, with all resolutions

and reports to be covered at set
periods. :

threatened with a third and ther-
monuclear war.” He added that
the best form of civil defense was
“to make sure we have no war,”
and referred to the manner in
which big power unity had been
achieved in the UN on resolutions
on disarmament and peaceful use
of atomic energy.

He recalled how he as Canadian
delegate to the UN had agreed
with the late Andrei Vishinsky,
chief Soviet delegate, on the need
for a common effort to use atomic

energy for peaceful purposes.

In announcing that the conven-
tion would consider the swhject

centre early in the new year.

His speech rapped the federal
government on unemployment,
calling it “unnecessary wastage
and over a protracted period” and
demanding direct action on public
works and the setting up of a tri-
partite commission of labor, man-
agement and government to deal
with the issue.

that “the only condition in Can-
ada which this congress will
recognize as normal is full em-
