Carried ITEM I: COQUITLAM RIVER DYKE UPGRADING The delegation from the extended 1968 Fraser River Flood Control Pr'ogram was introduced to the committee members. Mr. Eric Bonham made a presentation regarding the cur rent status of the Program as it pertains to the Coquit 1am River Dyke Upgraa ing ~ The attached memo to the City Administrator summer izes the subsequent discussions on this subject. ITEM II: a. Alderman Gates reported that a resident on Fox Street has constructed a large pigeon house over the creek to the rear of his house. Although he has attempted to cantact the Fisheries Department to advise them of this potential source of pol ution, he was not successful. Alderman Gates asked T. Chang to liaise with the Fisheries Department on this matter. Mr. Bonham works for the Prov inc i el Miriistry of Environment. Accompanying him were Mr. Peters of the Provincial Water Management Branch and Mr Leon of the Feder a Department of Inland Water, Land, Conservat!on, Protection and Environment. The Env lronmenta Protection Committee invited Mr. Bonham and his party to the meeting for the specific purpose of finding out the current plans for the flood control works to be constr ucted a ong the Coqu it I am R iver. The proposed dyke al ignment in area 3 may have a sign f cant impact on the curr ent development plan for Reeve Street Park. t was agreed that the C ity would rev ew the Impact of the dyke al ignment upon the proposed park and submit comments along with the Reeve Street Park Development Plan to Mr. Bonham. 2. The Fraser River Flood Control Program current funding is Expenditures to date $ 126,000,000. Annual $ 161,000,000. budget is $ 5,000,000. Program terminates 1995. 2. The Coquitlam River project is currently scheduled to be designed in the fiscal year 1988-1989 and constructed over a 3-year period 1990-1993. Depending on the demands of other projects, it is possible that construction could commence fiscal year 1989-1990. 3. The original analysis of the dyke and bank protection requirements is contained in the "Coquitlam River Water Management Study" prepared in 1978. 4. An Outline Report was prepared by Ministry of Environment in 1982 which specifically addressed dyke, bank protection and floodbox requirements on the Coquitlam River. 5. The Outline Report was updated in 1984. 6. For analysis, the Coquitlam River main stem was divided into the following subsections: — a) Area I -Hockaday Street b) Area II -District of Coqui:1am c) Area, III -pity of Port Coquitlam d) Area IV -Indian Reserve Ho. 2 e) Area V -Colony Farm The above areas are depicted on the attached drawings A'5333-2, A5333-3 and A5333-4. 7. Areas I — 'V were estimated based on 1984 construction prices'. Areas IV and V, Indian Reserve No. 2 and Colony Farm are not included in the current analysis. These areas have been eliminated due to insufficient benefits. The cost estimate to, provide flood protection to Areas I, II and IIZ is $ 5,600:000 based on 1984 estimates. With an allowance for escalation the 1987 estimate is $ 6,000,000 (not including land acquisition). AUG 19 1987 9. Ncte t'hese estimates are based on preliminary figures. Be advised that these estimates and the scope of the work are subject to the change once the design phase is completed. The consultant will review in detail flood protection requirements and refine the cost estimates 10. The flood protection works on the Coquitlam River will be cesigned for a 1-in-200 year flood flow of 585 mg/s (20, 670 cfs), assuming that Coquitlam Lake reservoir is full at the beginning of the the flood event.
