October 4th, 1976 ~ questioned how this Council, who has always expressed concern in the development of the City's Downtown Core, could permit extensive commercial development less than one mile away. - questioned a staff comment regarding the present ‘worst corner' condition and if this was so how could points of access be permitted so close to the corner. - suggested that while the alternate use as a park site (suggested at Public Information Meeting) was not a feasible one, he would see nothing wrong with a residential use - even a 2 or 3 story apartment complex. ~ questioned the remark that the City could not afford to upgrade the corner without financial input from a Developer. - felt that if the G.V.H.C. units were presently occupied, a considerable amount of negative pressure would have been exerted to stop the proposed development, but as it is the people who will live there will have had no say in the matter. Mrs. Margaret Smith, 3263 Ulster Street then expressed concern as to the fact additional commercial development is being permitted on the one main artery on the northside which has already experienced problems, many of which are attributable (in her opinion) to the lack of adequate parking and seriously questioned the possibility of providing the number of parking spaces proposed for the development and made several statistical comparisons to substantiate her concern. The Planning Officer advised that there are different requirements for parking for different types of commercial development and the number of spaces proposed is in compliance with the present By-law requirements and is possible in view of the proposed site layout. Mrs. Smith's second concern was that two driveway access points to the shopping centre were planned for Toronto Street adjacent to the new Northside Fire Hall and suggested that if the main reason for locating a Fire Hall on the Northside was to alleviate any traffic problems, that the proposed access points were in themselves going to create a further traffic hazard should there be an emergency call.
