RECOMMENDATION:

That the City request the GVRD to change their budget calendar so that budgets for the
water and sewerage district are completed by the end of September for the following year.

BACKGROUND & COMMENTS:

Regional District charges for water supply and sewerage make up a very large portion of
our utility costs. The City for cash and work flow purposes bills for water and sewer
charges early in the year prior to the G. V. R. D. finalizing their rates and levies, as 4

result significant variances did occur in 1992 with the City’s estimates being significantly
lower than what has actually taken place. These shortfalls were made up the only way
possible after our rates are set, by reducing the funds available to do capital works.

As a result of the above, our reserves are now at bare minimum, we must be very
conservative in our estimates or obtain better information earlier. It is recommended that
we xaise the issue with the G. V. R. D. and other member municipalities many of whom

are in the same position as us.
