File No. 906-1-29 Page 2 Specific tasks undertaken to achieve the study objectives would include: 1, Meet with Planning and Engineering staff for the City of Port Coquitlam to review land use plans and transportation objectives for the Fremont Corridor. Prepare a brief report in memorandum form summarizing these findings. 2. Meet with the Ministry of Transportation & Highways staff to review short and long term network planning proposals. Considerations would include future Pitt River crossings, future role of Lougheed Highway following construction of additional Pitt River crossings, possible. construction of David Pathan Way, future role of Mary Hill Bypass, future designation of the Eremont Connector. The review would be . documented in memo form. 3. Evaluation of alternative alignments would assume that the direct alignment through Carnoustie Golf Club would be unachievable and would focus on the two alternatives which respectively run along the eastern and western boundaries of the golf club. Each alternative would be evaluated against the municipal and provincial objectives. The evaluations would be reviewed with City and Provincial staff prior to finalizing a recommendation. The recommended alternative will be plotted at an appropriate scale on base mapping to be provided by the City. . — oo 4, Traffic volume projections for 2001 and 2011 would be developed jointly with Ministry of Transportation & Highways staff. Traffic generated by the Dominion Industrial area and the Riverview Residential areas would — be estimated according to ITE Trip Generation rates or at other rates agreed with Ministry staff. 5. Function designs of intersections will be based on projected traffic volumes and on agreed targets for operating Levels of Service. For the Lougheed Highway/Mary Hill Bypass/Fremont Intersection, interim and . ultimate designs will be developed. The interim design will address the concerns of Ministry staff that the integrity of the existing intersection should not be compromised. 6. The summary report will document the findings of all four stages of the | study. We will meet with Port Coquitlam staff to present the report.
