In our opinion, the Municipality does not have
the required authority under the "Municipal Act" to regulate
bicycles. Section 458K of the Act, simply authorizes the
"fix, impose, and provide for the
fees from and the issuance of licences

Any person who owns a bicycle used on a highway."

A bicycle is defined by Section 121
