SEPTEMBER / OCTOBER, 1974 THE WESTERN CANADIAN LUMBER WORKER 11 For the information of the member- ship, changes to the Regional Constitu- tion were adopted by the Regional Con- vention held in Vancouver, B.C., Sep- tember 23 - 27, 1974. Amendments to the Regional Consti- tution adopted by Convention action shall not be finalized until sixty (60) days from the close of the Convention, and such proposed Convention changes shall ‘be published in the “Lumber Worker” and copies of such proposed constitu- tional changes shall be sent to each Local Union within ten (10) days after the close of the Convention. Any time within this specified sixty- day period, the membership through their Local Unions may petition the Regional Secretary-Treasurer to initiate a referendum on any amendment adopted by such Convention action. If the Regional Secretary-Treasurer receives a number of petitions repre- sentative of one-third (1/3) of the total Regional Council membership, he shall proceed with the referendum within ten (10) days following the sixty (60) day period specified. The following constitutional changes were adopted by the Regional Con- vention. f AUDITS OF REGIONAL FINANCES ARTICLES III and VI (5) (b) Delete the last paragraph under the heading “Regional Secretary-Treasurer” in Article Ill which presently reads: “‘Chartered Accountants shall be engaged to conduct a quarterly audit of the financial records of the Regional Council, copies of which shall be submitted by the Regional Secretary-Treasurer to the Regional Executive Board, Regional Convention and Local Unions.” and delete Article VI presently reads: “The Regional Strike Fund shall be de- posited in a separate account. A report of income and expenditures shall be made regularly to the Regional Executive Board. The Strike Fund shall be audited semi- annually for the periods ending in June and December of each year.” WAGES AND EXPENSE ALLOWANCES ARTICLE VII* Section (1) (c), (d) and (e) Delete Section (1) (c), (d) and (e) which presently reads: (c) “In addition to salary, Officers, In- ternational Executive Board Members, Appointees and Committee members shall receive expense allowance not to exceed $12.00 per diem plus hotel and transporta- tion expenses when they are away from their residence on official business of the Regional Council.”” (d) ‘Regional Officers and International Board Members shall receive $8.00 per diem while in attendance at Regional Executive Board Meetings, Conventions and Regional Conferences.” (e) “Full time Regional Officers shall be entitled to a per diem of $3.00 per working day for those days that the $12.00 or $8.00 per diem does not apply. The Executive Board may extend the application of the $5.00 per diem allowance to appointees and committee members, subject to the Regional Convention.” © ARTICLE VII* Section (2) Delete Section (2) which presently reads: “Regional Vice-Presidents, International ” Board Members, Appointees, Committee Members, and Trustees, who are tem- porary employees, shall be paid $40.00 per day for all days employed by the Regional Council, based ona 5-day work week. No temporary employee shall be entitled to receive in excess of $40.00 gross earnings for any day while employed by the Re- gional Council. In determining the maxi- mum allowable amount, earnings shall. be deemed to be earnings from wage sour- ces.” Following is the proposed change: “Regional Vice-Presidents, International Board Members, Appointees, Committee Members, and Trustees, who are tem- porary employees, shall be paid $55.00 per day for all days employed by the Regional Council, based on a 5-day work week. No temporary employee shall be entitled to receive in excess of $55.00 gross earnings for any day while employed by the Re- gional Council. In determining the maxi- mum allowable amount, earnings shall be deemed to be earnings from wage sour- ces.” SAFETY ARTICLE XII — New Section (8) Add a new Section (8) to read: “When the Regional Safety Director is un- able to provide services to Locals request- ing those services, the Regional Director or Regional Executive Board will at their discretion utilize an officer of the Regional Safety Council.” Of the ten cities in Canada with lowest prices for a detached brick bungalow with three bedrooms and attached garage, seven are in Quebec, two in the Atlantic provinces and one in Ontario. Lowest prices for four-bedroom homes were in Three Rivers and Sher- brooke, Que., and in North Bay, Cornwall, Trenton and ille, Ont.; they ranged from $50,000 to $58,000.
