Deputy City Engineer SUBJECT: BAKER CREEK - STORM SEWER DIVERSION - PROJECT 900-238 RECOMMENDATION That the City complete the design and inspection for the Baker Creek storm water diversion. That the City Public Works crews complete the construction of the storm water diversion at the Ministry of Environment's cost. That the City not cost share in the storm sewer diversion construction costs. BACKGROUND & COMMENTS: In 1986 Mr. G. Warner developed property along Baker Creek between Citadel Drive and Nova Scotia Avenue. As part of the development Mr. Warner constructed a channel to compensate for habitant losses in Baker Creek however sufficient flows were not diverted from the storm sewer on Citadel Drive into the channel and the channel during several months of the year is virtually dry and is not functioning as it was originally intended. Over the past five years the Ministry of Environment has been in contact with the City on several occassions asking if we would cost share in the stomn sewer diversion costs frorn the storm sewer on Citadel Drive to the Baker Creek channel (see attached sketch). In September 1989 Doug Riecken, Deputy City Engineer, advised the Ministry of Environment Parks that the City would not cost share in the construction but would undertake the design and inspection of construction works. Since that letter I have dealt extensively with Mr. Bruce Cox of the Ministry of Environment regarding this matter and can now report the following current status. Mr. Cox has secured $20,000 towards the construction costs of the storm sewer. The City has determined that there are two storm sewer diversions possible, the least expensive 1s approximately $20,000 and diverts water from the storm sewer on Citadel to a manhole in the lane adjacent to the creek. The second, and more preferable, would divert the 375mm storm sewer from the north side of Citadel Drive, in the Hydro right of way, through the to same manhole in the lane adjacent to Baker Creek at an estimated cost of $24,000.
