FROM PAGE ONE "COLLECTIVE BARGAINING ATTACK" case he would see to it that the arbitration board did not award increases of more than six per cent. No Alternative The result was that the union decided that it had no alter- native but to accept management’s offer. The pulp mill is owned 70 per cent by Parsons and Whit- temore of New York and 30 per cent by the Saskatchewan government, under a deal which has never been made public by Mr. Thatcher. The premier said he had © forced a settlement of the strike because Parsons and Whittemore had said that if the union demands were met this would probably prevent them establishing another pulp mill. Specious Argument NDP leader Allan Blakeney pointed out how specious this argument was. Analyzing the wage figures in dispute he pointed out that if the unfon demands had been met it would have made a difference of only .0.5 percent in . the operating expenses of the pulp mill. ‘In the pulp industry, differentials of 0.5 per cent in either costs or prices can occur any morning before lunch,”’ he said. He went on to say that if the proposed new pulp mill could be upset by such a small factor it could not be a very viable proposition. Average Wage Ed Whelan (NDP-Regina North West) commented that ~ “It is about time we advised all companies that they are not going to build plants in Saskatchewan by paying less than the average wage.” After the forced settlement was completed, Premier Thatcher was reported as commenting that, “‘the dispute only emphasized the futility of the strike as a labor weapon.” _ | OPTIMIST Optimist; A guy who opens a ‘mickey’ in the bunkhouse - and saves the cap."
