Peters, City Engineer SUBJECT: Exchange of Property with Department of Highways and Canfor <- Public Works Committee, Feb. 23, 1982 RECOMMENDATION: That Council approve of the exchange of property as outlined below and that the Mayor and Clerk be authorized to sign the agreement with the Ministry of Transportation and Highways for compensation. BACKGROUND AND COMMENTS: About two years ago, the City Administrator brought to the attention of Council a oroposed land swap which was being considered by the City in conjunction with the Ministry of Highways and Canfor. The purpose of the land swap is to provide the Ministry of Highways with right-of-way for the Mary Hill Bypass. Rather than paving cash for the property required, it was felt that a land swap would be more beneficial to all concerned as it would tidy up a number of severed parcels and unused road allowances in the area. Attached you will find a copy of a form entitled "Offer to Accept Compensation for Land Required for Public Purposes" along with a letter from the Ministry of Highways explaining the overall agreement and undertaking of the Department of Highways. For clarification I have attached Sketches A, B, and C which indicate the land which is being given up by the City and Sketch D which indicates the land being received by the City in exchange. I have not snown the land being given up or received by Canfor as this is outside the scope of our agreement with Highways. The area or land being received is approximately equivalent to the area of land being given up by the Citv. There is, nowever, a Geficit of 90.237 acres of land owing to the Citv. Part of this agreement involves the construction by the Ministry of Highwavs of a portion of our major drainage adjacent to the highway east of Broadway Streez in lieu of fjeficit in 1and being owed to the City.
