Asking $2,700 O8 - 8/8p CLASSIFIED __ City may appeal A $100 fine levied against the city of Terrace by the Ministry of Fnvironment’s Waste Management Branch may be appealed. The fine Is the result of a single complaint over a January dump fire, according to city director of engineering Stew Chris- tensen, that wasn’t lit by the city. Christensen says the city is not certain of the reasoning behind the fine and have asked for more information before filing an appeal that could cost far more than the fine. The principle may be more important than the cost, however. Christensen says that by paying the fine, the city might be accepting fuil responsibility for every dump fire lit by vandals in the future. The fine levied by Waste Management was the result of a fire that occurred on Jan. 27 and 28. Christensen says it was lit by vandals. The fire was thought to have been extinguished on several occasions but, fuelled by buried tires, proved to be stub- born. It was finally doused on Feb. 16 when the fire department dumped 35,000 gallons of water on it. Tires, says Christensen, are & major problem in sanitary landfills, but the Ministry of Environment has never offered a solution. There is simply no other place for municipalities to put them. And if someone decides to light them, "They fine us on top of that," says Christensen. Who is responsible for hazardous materials left In city dumps? The person who leaves it there, the municipality, or the provin- cial government? The province does make an effort to provide solutions from time to time. Their latest initiative is a mandatory ~ ysed tire collection and recycling prograni that takes effect July 1. How effective will it be? It’s difficult to say. When asked if it would help the landfill situation, Christensen said he liked the idea but he’d never heard of it before.
