January 19th, 1976 A reguiar meeting of the Municipal Council of The Corporation of the City of Port Coquitlam was held in the Council Chamber, Port Coquitlam City Hall, 2272 McAllister Avenue, Port Coquitlam, B.C. on January 19th, 1976 at 7:30 p.m. His Worship Mayor J.M. Campbell, Aldermen J.J. Keryluk, G.R. Laking, Ranger, M.A. Thompson and 1,.M, Traboulay in attendance, Also in attendance were Chief Administrative Officer L.D. Pollock, City Clerk R.A. Freeman, City Engineer V.G. Borch, P.Eng., City Planning Officer Lanson Lee, Works & Utilities Superintendent G.W. Ulmer, and Mrs. M.K. Warwick. CONFIRMATION OF MINUTES: Minutes - January 12th/76 Moved by Alderman Laking: Seconded by Alderman Thompson: That the minutes of the regular meeting of this Council held on January 12th, 1976 be taken as read and adopted. Carried. DELEGATIONS: Mr.Jack Homes re SPCA Low Cost Spay & Neuter Clinic Alderman Traboulay Introduced Mr. Jack Homes, Secretary~Manager of the S.P.C.A. who addressed the Council on three items, namely, the incinerator; the participation cf Port Coquitlam in the Spay & Neuter Clinic which is presently under construction; and the operations of the Society during the past year. Mr. Homes noted that during 1974 the Vancouver Branch of the Society had carried out three major surveys, i.e. 1) an investigation into the changes of the sociological environment as far as animals were concerned in an urban environment; 2) identification of dogs; 3) an assessment of the growth of the pet population. Mr. Homes outlined the problems of dog tdentification and reported on the ‘Operation Tatoo" programme which was introduced in 1975 and noted that at the present time, 72% of ail dogs picked up in the Port Coquitlam area have no means of identification and this undesirable feature could be eliminated by participation in the programme. The Soclety is, at the present time, requesting a change in the Municipal Act that will require Tatooing of impounded dogs to assist in the control of the movement of dogs between municipalities.
