At that meeting, discussion focused on a Greater _ Terrace restructuring and feasibil- ity study for the construction and financing of a sewage collection and disposal system -for Thornhill. Best says the homeowner was burning refuse at the rear of his property and left the fire unatten- ded while he did some work inside the house.
