At a regular meeting of City Council held June 17th,.1974, the following resolution was duly passed: : "This ‘Council appreciates the Government's desire to provide much needed housing and the problems associated with securing large biocks of land for this purpose. Several sources have stated, how- ever, there are up to 60,000 acres of Land available in the Greater Vancouver Regional District for housing. Council is aware much of this acreage is more difficult to acquire and develop than is the University Enodowment Lands. The need for parkland, in Council's opinion, is equally important to shat of housing. In this instance, this Council would ask that the Government consider the value of -Stanley Park and the loss it would have been to the citizens of . British Columbia, particularly of this area, had its future not been assured by the:statesmanlike action of its founder. In the long view the University ’Endowment Lands will be of equally vital value and importance to the-people of British Columbia and of this area and urge that the Government take the long view in considering the future of the University Endowment Lands, . Hardwick (Chairman) September 11, 1974 The expansion of activities of the Greater Vancouver Regional District since its formation in 1967 has been impressive. Whereas one function hospital planning, was the focus in 1967, water, sewers, regions) parks, revianal jianning, housing, sovid waste and noise control are adwinistered by the District in 1974. The scope of the District and the scale of financial responsibilities are now second only to the City of Vancouver, This impressive expansion of the GVRD responsibilities has not been accompanied by major review of either the composition of the Bonrd or the Administration, \ The Board is now elected directly, but membership on the Board is conditional on election to a municipal Council (Municipal Act Section 57A) except for those representing unorganized territories, The practical effect of this is that most Directors have seen their municipal office as their primary focus of attention and the GVRD activities secondary, This is not to be construed as a state- pent critical of anyone - but simply a fact of life. I don't think that it is coincidental that Allan Kelly and Jim Campbell, representatives of electoral areas, are chairmen of the GVRD and Capital Regional Boards respectively. Nor is it surprising that Vice-Chairman Muni Evers is concerncd about the load of work on the chairman's shoulders, I firmly believe that the majority of Directors should continue to be elected municipal officials, Only in this way can regional policy take into account municipal realities. In addition to municipal Directors I RECOMMEND THAT, hereafter, one quarter (possibly 7) of the Directors of the Board be elected directly from Negional District: constituencies, each representing about 149,000 persons (give or take 10 per cent) as of the 1971 census, These electoral arcas or constituencies would cover the thole Region, minicipalities and unorranized territories alike, This should bring toe the GVRQ Board both Directors whose prine concern is regional perspective in addition to those whose prime responsibility is to give a municipal perspective to regional matters, This would require an amondment to Section 772 vee Be
