July 8th, 1974 /5. a discussion ensued and Alderman Laking stated he was opposed to the resolution, and that in his view Section 707 of the Municipal Act gives the Council the right to consider possible zoning changes for a period of 90 days that would affect this project. Alderman Laking stated he could see no justification for the density of the project going from 76 to 91 units, Alderman Traboulay spoke to a representa- LES Seytive in attendance and inquired whether the developer would consider having a 76- unit project with underground parking rather than surface parking. The represent- ative advised that cost is a problem, but that this would be favourably considered. Alderman Traboulay inquired whether it would be preferable to have one building rather than three and the representative stated that from a cost point of view it would be. Alderman Ranger advised this is an entirely different proposal co what was discussed with other representatives of the project, pointing out that they had initially planned to have 76 suites with surface parkiag, but had subse- quently agreed to construct three buildings and fifteen more suites. At the request of Alderman Traboulay, the representative in attendance advised his name was Mr. Frank Wall, and that he was Assistant to the President of Westgage Enter- prises Ltd., the developer, ‘loved by Alderman Traboulay: Seconded by Alderman Kervluk: That the foregoing proposed resolution be tabled and that Rezoning Apnlica- tion be referred back to the Planning & Zoning Commitiee for review and report back to Council at its next meeting. Carried. Alderman Ranger again mentioned that the agreement of Mr. Wall to provide underground parking for a 76-unit building was completely opposite to previous proposals when the subject was discussed with other representatives, and this was confirmed by the City Engineer whe advised that the other representatives had sta- ted underground parking was too prohibitively expensive to consider.
