(IPI). The Operations Manager clarified that the comparison was based on private sector methods of financing capital equipment so that the two options could be evaluated on an equal basis. However, he did note that because of the city' method of charging out equipment and placing I i 4 n 4 Ili'5 IIIII Q IE II: l i'iiiN In view of the high canital cost and operating expenses associated with a City run system, Alderman Wright determined that IPI was the preferred alternative, It was reconnnended that the City should contract with IPI to include multi family dwellings as well to take advantage of the lower cost per household and to provide a better service to the community. Because the City does not currently service multi family developments, there would not be an offsetting savings in tipping fees, and it was therefore acknowledged that a fee would have to be levied against the multi family units to cover the cost of the service. It was also determined that the City should at a future date set up a depot where wastes whi.ch are recyclable, but not included in curbside programs could be dropped off by City residents.
