Engineer,’ and Mayor Campbell replied that it was being re-introduced for the purpose of proposing: the previous decision to close the road be reversed, Mayor Campbell cnc invited Mr. Sutter, spokesman for the delegation from the Langan Avenue area in attendance. to speak to the subject, and Mr. Sutter, Stated that the area involved was basically that bounded by Kingsway, Broadway, and Cameron, that it is totally residential, and inhabited by families with | small children; however, because it is adjacent to the Industrial Park, Langan Avenue is 4 popular route for heavy commercial vehicles travelling to and ‘from that area. Mr. Sutter referred to the traffic count mentioned in the Public Works Committee” report, when 22 trucks were observed using Langan Avenue, and. he pointed out that that was only a one-day assessment of the situation; also, no attention was paid to the signs restricting truck traffic on Langan Avenue. Mayor. Campbell advised that the long~range plan does not reconimend closure of Langan Avenue. Moved by Alderman Thompso 3 Seconded by Alderman Laking: That as recommended in a report from the Public Works Committee, May 6th, 1974, Langan Avenue not be closed to traffic: for the following reasons: 1. This is a public road allowance basically for the use of all of the public; 2. The present traffic volumes are ‘quite low and it is therefore difficult — to see how these low traffic volumes could present a problem; 3. The principle of ¢ ciosing a road in order to divert traffic elsewhere - is questionable in itself and could set an undesirable precedent that would be difficult to handle should further requests for this kind of Closure be received, Carried, Aldermen Ranger and Traboulay voted against the resolution. A report from the City Administrator, May 2nd, 1974, was then brought: forward from its listed position on the agenda concerning a letter froma: Mr. Howard Mar, April 18th, 1974, te His Worship Mayor Canpbell,. inquiring whether the City would consider vequesting from the Greater Vancouver Reg- ional District an additional allotment of the B.C, Sovernment' 8 Student: Tem porary Employment Program - "STEP: '74" to staff a Music Education Workshop. In his report, the City Administrator advised that a siinilar program vias spon- sored last year by way of an Opportunities for Youth Grant, and that.the pro~ posed project would employ 17 atudents for the summer months for a total estimated cost of $25,719.00, all of which should be recoverable under the ~
