THE CORPORATION OF THE CITY OF PORT COQUITLAM MEMORANDUM TO: City Administrator January 30, 1987 FROM: City Engineer SUBJECT: Canus Containers-Public Works Committee of Jan.29/87 Recommendation: | That the City adopt the Canus Container System for use throughout the City only on the cond!ition that Canus enters into an agreement with the City to: a. Pay the City a special maintenance fee in the amount of $3.00 per container per year for each container in use within the City with escalation according to an index. Install a lifting device of the City's choice on each garbage truck now owned by the City or which will be owned in the future. ; Background and Comments: A comprehensive report from the Deputy Engineer/Operations Manager distributed separately evaluates the use of the Canus containers during the trial perlod in the City. The report includes both survey results and comments from our own people. In essence, the distribution of Canus containers In the City is a commercial enterprise. The difference between this commercial enterprise and, say the Hardware Store which sells garbage cans, is that this enterprise won't work unless the City modifies its method of operation. The decision as to whether the City should modify its operation on a permanent basis now that the trial [Is complete, should depend entirely on whether or not the City gains more advantages than disadvantages. The advantages which have been observed during the trial period are as follows: a. There is an improvement to the appearance of streets where people use the containers. Those residents who are able to make use of the containers are very pleased with them. There was no apparent increase In the tonnage put out by the users during the trial period.
