SUBJECT: Official Community Plan

RECOMMENDATION:
That this report be received as information.

COMMENTS:

The Planning Committee held the last Community Plan Open House
Meeting Thursday, 27th September, 1984. Unfortunately, notices
for the meeting were not delivered by the Post Office.
Consequently, the meeting Is being rescheduled Thursday, 25th
October, 1984. .

Amendments to the Plan are being drafted to incorporate
comments from provincial government agencies: .

- Ministry of Municipal Affairs - format
- Ministry of Environment - floodproofing
-~ Ministry of Highways - Intersections

Also, the Planning Committee are recommending a change to the
Land Management Poiicies Including a new policy:

"4.2.2 (2)
tn order to accommodate future development, lands in the
Dominion Triangle and beside the Coquitiam Band Indian
Reserve nave been designated as long term development
reserve. This tand is presentiy contained in the
Agricultural Land Reserve and is subject to the regulations
of the Agricultural Land Commission Act.

Applications for exciusions from the Agriculiturai Land
Reserve will. not be authorized for submission to the
Agricultural Land Commission as it Is the City of Port
Coquitiam's policy to not permit development of A.L.R. lands
during the life of this plan."

Counci! members will recail that in the City Solicitor's report
they indicated that if the City [fs going to not approve
forwarding applications to the Land Commission, it would be
prudent to have a policy bylaw to rely upon.

The Planning Committee is scheduling two major town hall type
public Information meetings about the Official Community Plan.
The meetings will be held the evenings of November 28th and

December 5th, 1984.
