Eng., FILE: PWC City Engineer SUBJECT: TRANSPORT 2021 STUDY (Pablic Works Committee of March 22, 1994) LCOMMENDA TION: That Council forward the following comments and concemis regarding the Transport 2021 Study to the Greater Vancouver Regional District: 1) That HO'V lanes be constructed on the Lougheed Highway from the Pitt River Bridge to the proposed Hastings/Barnet HOV lanes. 2) That the Provincial Governinent enact legislation as soon as possible which will stop any further development on future rights-of-way for roads, bridges, arterial bicycle paths and mass transit routes. That the Province develop a detailed financial plan with municipal input, which will commit funding for the Transport 2021 projects as described in the interm and’ medium range transportation plan, That a Regional Bicycle Route Plan be developed as part of the Transport 2021 Study, That the Province compensate municipalities: a) for road and watermain improvements that would be required in Port Coquitlam due to the higher than anticipated population density in Port Coquitlam proposed under the "Livable Regions Plan". for loss of this municipal arterial road capacity due to regional traffic avoiding congested Provincial roads in the future. for the construction of neighbourhood traffic control measures to reduce rat-running through residential neighbourhoods that will result from lack of Provincial road capacity and TDM measures under the Transport 2021 Plan.
