That the minutes of the meeting of the Environmental Protection held on Thursday, December 17th, 1987 be taken as read and adopted . Committee Carried. ITEN I CK'LUE IN STAFF RESOURCE PERSON T, Chong advised the Committee that R. Freeman would be acting as the staff resource person for the next short while, while Nr. Chong settled into his new job as City Mr. chong offered to assist the Committee in anyEngineer. Freeman expressed the hone that his duties way possible and Mr . on the Committee could be ended before his usual appointment as Flection Returning Officer in early October. ITEN II LEITFR FRQN THE CHKC3ER OF CCIMI%IICE RE ANNACIS ISLAND SEWAGE TREATMENT PLANT Recommended: That the Greater vancouver Sewage and Drainage District be advised of the concern expressed the by Chamber of Commerce and an inguiry be made regarding future plans for that facility. Carried. JAN 27 ]q88 ITEN III LE'lTER FROM SHARE -OCIETY REGARDING RECYCLING COMMITTEE. Recommended: That Alderman Gates and Talbot be appointed as the City' representatives to the proposed Committee and that City staff members be made available as recycling reguired. Carried. ITEN IV COQUITLAN RIVER DYKING PROUECT. It was agreed that a meeting should be held in early Narch between representatives of the Environmental Protection Committee and the parks and Recreation Committee, Public Works Committee and planning Committee and the Secretary was instructed to so advise the other Committees, ITEM V VALLEY-RlTE GRAVEL PITT ON COQUITLAM RIVER The Secretary was instructed to seek out replies to letters earlier sent to Provincial Government Departments. Dear Mayor Traboulay, Re: Annacis Island Sewage Treatment Plant It has been brought to our attention by the New Westminster Chamber of Commerce that there are concerns regarding the Sewage Treatment Plant at Annacis Island. The alleged problems which are currently causing great concern and discomfort to businesses on Annacis Island are: a) b) Extreme odor emanating from the Sewage Plant, spreading through the bucinesses on the Island and even experienced by people travelling on the new Alex Fraser Bridge. The odor permeates into the workinq place and in some cases the staff have had to leave the site. Health problems resultinq from this stench are being experienced by wot kers in the area. This problem has existed for a long period of time and businesses are being severely aFfected. similar problem existed some years ago at the Terra Nova site in Coquitlam which was successfully resolved. There is a desire amon v a recyclers to move towards a more comprehens've, multimost -material recycling program (including glass cardboard and metals). This type of program would require a relatively high level of commitment from b oth senior and municipal governments, both in ter terms of capital costs and operating costs. The benefit would come c me costs for waste management, as well as allowing inthelower GVRD municipalities to meet the targets set in their Itaste Management plan. To examine other Municipalities that have a multi— material recycling program: specifically Saanich, Delta and the Capital Regional District. 4. To develop a proposal for consideration by all parties by September 1988. The make-up of this committee could be made up of representatives from all interested parties .
