Official Community Plan - Final Draft

RECOMMENDATION:

That the Municipal Clerk be instructed to prepare a bylaw for introduction
to repeal the "Official Community Plan Bylaw, 1986, No. 2162", and adopt the
revised Official Community Plan as attached in Appendix I.

BACKGROUND:

The public participation process leading to the drafting of an updated
Official Community Plan was completed with two Public Information Meetings
held in July, 1993. Approximately 400 to 500 people attended these meetings.

In addition to gathering feed back from the public at the meeting, the
Planning Department distributed "Comment Sheets" to facilitate public comments
about the proposed policies and land use designations. A total of 52 Comment
Sheets were returned, along with several detailed individual submissions.

Ali of the comments received have been reviewed and analyzed. Where
appropriate, changes have been made to the Draft Official Community Plan.

PUBLIC INPUT RECEIVED:

All comments and submissions were reviewed to identify possible policy or
land use changes. Some of the suggestions received were either too specific
for or beyond the scope of the 0.C.P. and could not be implemented. Other
suggested changes were already expressed in policies or guidelines found in
the Plan. The vast majority of comments received indicated agreement with or
support for the Draft Plan as proposed.

A number of the comments submitted resulted in modifications to the Draft
Plan, as outlined below.
