MEMORANDUM FEB 2 TO: Mayor and Council ; February 21, 1975 FROM: Health Committee The Health Committee met with Mr. Jack Homes of the S.P.C.A. on Thursday, February 20th. For the information of Council, the $.P.C.A. will institute increased patrols ‘around the end of March. This wili be the same programme that was carried ‘ out last year at the request of Council, where an extra man and vehicle was placed on the road for patrol on weekends and on off~hours. Mr. Homes reported that ‘Operation Tatoo' was underway and tnat this system ‘will provide positive identification of a dog and will enable the S.P.C.A. to contact the correct owner. They are now awaiting an interpretation from the Attorney-General's Department in connection with the responsibility of the owner for the actions of a dog. Mr. Homes provided the Committee members with a copy of a Brief regarding a low cost spay and neutering clinic which the S.P.C.A. hope to construct some- -where in the Lower Mainland area. This proposal will be further considered by the Committee and as there is financial assistance involved, the matter will be also referred to the Finance Committee.
