Traboulay; Gordon Schramm, Welfare Administrator; Jack Homes and Ken Millard, S.P.C.A.3 and R.A. Freeman, City Clerk in attendance. 41. Council Policy re Welfare Payment to Single Employable Persons. Mr. Schramm advised the Committee of the following facts (all figures given are estimates due to the normal day to day variations): There are presently 32 single men and 20 single women receiving welfare assistance in the City of Port Coquitlam. : Eighteen of the 32 single men are classed as wemployable. Twelve of the 20 single women are classed as unemployable. This leaves a total number of single employable persons of 22 but approximately 7 to 10 of these are, because of age or other factors, not affected thus leaving approximately 8 to 10 men and 5 women affected by the Council policy. ; Mr. Schramm mentioned that the single employable persons who would be affected by the Council's policy are basically young people without any particular skills to offer the job market. The present single welfare allowance is $160.00 (effective ; July lst, 1974) and a single person is permitted to earn $50.00 before his allowance is reduced because of outside earnings. ; 2. S.P.C.A. 7 Mr. Jack Homes, Regional Director of the S.P.C.A. introduced Mr. Ken Millard who is primarily responsible for animal control in the City of Port Coquitlam and advised that the action taken by Council in authorizing an additional expenditure of $7,000. to provide a greater degree of animal control in the City was having the desired effect with a marked decrease being noted in the number of complaints received. Additionally, Mr. Millard has sold over 360 dog licences during the course of his regular patrols (mot counting the licences sold to impounded unlicenced dogs) and this has helped materially in the enforcement of the licencing provisions of the By-law.
