MEMORANDUM Mayor and Council January 5th, 1979 L.D. Pollock City Administrator Re: Two-Man Garbage Operation During the latter part of 1978, the Engineer and myself dealt with C.U.P.E. Local 498 in working out details of the two-man garbage pick-up system. As Council is ‘aware, this System is being tried in Burnaby and some other municipalities and is proving to be far more efficient than the old three-man system. The system employs two employees on.each vehicle, each classified as Driver-Swampers, and their duties can therefore alternate between driving and swamping in order to share the work load. Attached is a Draft Memorandum of Agreement between the City and Local 498 covering the implementation of this system for a one year trial period. This document has been accepted by the Bargaining Committee and they have agreed to take it to the full membership for ratification. It has also been discussed with the employees in the Sanitation Department and the. Union inform us that the employees have agreed to the system as set out in the Memorandum. The system basically is similar to Burnaby's in that it operates on a modified 'task’ system and employs a productivity bonus which is paid to the crew members while working as a two-man crew. The overall reduction in crew size will, of course, save the City a considerable amount of money in the year and from all- reports, the system can function quite effectively, The Memorandum attached is fairly Straight forward and the Engineer and myself can answer any questions that Council may have on the terms of the Agreement.
