Brown Director of community Planning SUBJECT: Text Amendment, Entertainment Establishments C-3 Commercial Zoning District RECOMMENDATION: That City Council authorize the City Clerk to prepare a bylaw amending the text of the Zoning Bylaw section 35 Community Commercial (C=2) subsection l(e). permitted uses auditoriums, daice halls, night clubs and other enter- tainment establishments. The proposed text amendment is to read; auditoriums, dance halls, night clubs, amusement arcaces and other enter- tainment establishments. OBSERVATIONS: The Planning Department in implementing the Zoning Bylaw regulations for commercial uses, has received queries about interpretation of clause l(e) of the c-3 Zoning District, regarding what constitutes entertainment establishments Due to. interest for entertainment establishments orientated towards adolescents, the Planning. Department is recommending that amendment be made to c-3 community Commercial District, to clarify thet amusement arcades are included. During the past few months, the Planning Department nas received inquiries by individuals Wishing to locate arcades in areas other than c-3 Community Commercial Zoning Districts. For example, the Prairie Mali, zaned Neighbourhood Commercial C-2, has been the subject of interest for locating an arcade. It is the Planning Department's interpre- tation of the Neighbourhood Commercial C-2 Zoning District, that arcades © are not premitted as a retail sale of goods or personal services. Arcades are considered to be an entertainment establishment thet may locate ina Community Commercial c.2 Zoning Districc. Presently, there are two areas within Port Coquitlam having C-3 Cs Commercial Zoning. Those areas @re the Flint Street sommercial Gistrict ard downtown. Both areas in question nave amusement arcades locare their boundaries. it is the opinion of this re ort that those loca ere appropriate for entertainment activities @nq that Tuture arcades shoulé be directed there. 5 Cc fa} - fa) < In conclusion, this réport is recommending that the c-3 Community Commercia District be amended to clarify uses that are considers¢ to be antertsinnent establishments, including entertainment sriented towards adolescents.
