April 28th, 1975 Alderman Keryluk referred to the subject of drainage control and referred to a review to have been undertaken with respect to the Lincoln diversion off Cedar Drive and the whole concept of drainage in the Hyde Creek area, and queried what this review has brought about and whether in fact Mr. Bonham has come up with a different concept for drainage on these two particularly critical areas. The City Engineer advised that he has received further information in that regard and that he would make the same available to Alderman Keryluk. A recess was then taken at 8:45 p-m., and the meeting reconvened at 9:00 p.m. City Treasurer G.F. Forcier advised that the three 1975 budget and tax rate by-laws were available for first three readings and he presented a comparative statement showing differences between the 1974 and 1975 budgets. A discussion ensued and comments were made by various members of Council, particularly with regard to use of a portion of the surplus funds built up by the City over the years with a view to reducing the 14 mill increase to 12 mills, and it was pointed out that a $300,000.00 surplus had been enjoyed by the City on ics opevations last year. Although this approach received some support from various members of the Council it was generally agreed that it would be unwise to use the City's surplus funds in this manner since they assisted in financing the City's operation during the first 6 months of the year when tax revenue was not available. Alderman Traboulay advised that one definite change he would like to see in the budget was that provision be made for a lighted crosswalk on Shaughnessy Street at the I.G.A. Shopping Centre and upon a query being made the City Engineer advised that a crosswalk light recently installed by the District of Coquitlam on Austin Avenue had cost approximately $6,090.00. Moved by Alderman Traboulay: Seconded by Alderman Mabbett: That the City Treasurer be instructed, within the confines of the Budget, to allocate the sum of $3,000.00 for installation of a lighted crosswalk crossing Shaughnessy Street at the I.G.A.
