THE CORPORATION OF THE CiTY OF PORT COQUITLAM ~3~ ITEM III Re: Servicing of Marpole Commercial Building As part of the servicing requirement for the new commercial building on Marpole across from the liquor store, a new 8-inch watermain is to be constructed from Shaughnessy Street to the west property line of the building. When this project was presented to Council in March of 1978, Council agreed to pay 1/2 the costs of the watermain which was estimated to be $6,000.00. A copy of the Council resolution is attached. The developer has paid his share of the cost and will be constructing the building shortly. It will therefore be necessary for the City to provide $6,000.00 so that the main can be constructed. As this amount was not budgeted, the Committee recommends that $6,000.00 be taken out of the unallocated reserve in the 1979 Water Budget and used for this purpose. ITEM IV Re: Road Rehabilitation Program The Committee considered the attached report from the City Engineer regarding the road rehabilitation program. This report classifies the roads tested into six categories in order to come up with a priority program for road rehabilitation. The table at the end of the report lists the roads which must be reconstructed or resurfaced within the next five years in a priority order based on the condition of the road, the import- ance to the City, and expected traffic volumes. The Committee did not deal directly with these priorities but will be presenting a five year plan to Council at some future date. In the meantime, the 1979 Budget includes a sum of $50,000 for overlay of streets and it is necessary for Council to approve a program for the expenditure of this money while we are in the construction season. As many of the roads on the priority list are either secondary highways or subject to other grants from the Provincial Government, it would be best to leave these until at least 1980 so that the appropriate cost-sharing can be applied for. The highest priority items on the list which are not dependent on government cost-sharing are number 5 and 6 on the list. The whole of Cedar Drive from Prairie Avenue to the beginning of the dyke construction just north of Chelsea requires recon- struction, but the worst section is between Essex Avenue and the new dyke. This section of Cedar Prive could be reconstructed for approximately $30,000. The short section of Mary Hill Road between Pitt River Road and Western Drive also requires recon- . struction at a cost of $16,000. As traffic siqnals are to be installed at this intersection by the end of the year, it would be beneficial to have this portion reconstructed before then. [Saves
